The aim of the study is to develop methodological approaches to the identification of problem areas of different types based on European practice, determination of problems of their socio-economic development and substantiation of tools to stimulate their economic activity. Research methods - general scientific (dialectical method of cognition, scientific induction and deduction, method of comparison and synthesis, system analysis) and special methods (functional, situational); methods of analysis, synthesis, observation, design of economic phenomena and processes. The problems of implementation of the State Strategy of Regional Development for 2021-2027 in terms of introducing a functional typology of territories, in particular the identification of territories by each functional type, criteria for determining the problem / non-problem areas, a clear list of areas that can be classified. Methodological bases for identification of functional types of territories (8 functional types) have been developed, which take into account methodological approaches of European regional policy and are aimed at maximum harmonization of the national statistical system with European norms and standards. This will enable the practical implementation of the principles and tools of selective stimulation of the development of territories of different functional types. The substantiation of tools for stimulating economic activity of problem areas on the basis of a differentiated approach and the development of applied recommendations for improving the use of socio-economic potential of areas of different functional types and strengthening their economic capacity.
