The radio telescope beam was set at the zenith position and due to the Earth diurnal rotation was covered by observations the various Galaxy regions, both lying within the Galactic Plane and beyond. Software procedures and algorithms for data processing have been developed. The obtained data were grouped into sets lasting one hour by right ascension and cleared from radio frequency interference. In obtained spectra, after elimination the instrumental response, about fifty carbon radio recombination lines were averaged in the 4 MHz band, which increased the measurements sensitivity to many times over. Lines have been detected for the first time in Galaxy areas that lie not only within the Galactic Plane, but also outside it, even at high galactic latitudes | b | > 10º. Comparison of the obtained results with results in neutral hydrogen HI line in the same locations of Galaxy indicates a possible association of low-frequency carbon radio recombination lines formation regions and diffuse atomic hydrogen HI, which is widespread in the Galaxy. This experimentally confirms the theory expressed many years ago by foreign scientists about formation of carbon lines in neutral HI clouds, where the hydrogen is almost all in neutral state and carbon is partially or completely ionized by ultraviolet photons from nearby class O and B wavelengths with wavelengths in the range 912 Å <λ <1100 Å.
