The aim of the study was to study the state of development of theories of neo-economics and the practice of mastering it in the world and domestic economy from the standpoint of the challenges of neo-economics in the direction of economic development and intellectual property law; processes of economic intensification taking into account innovative breakthroughs and technical and technological re-equipment of national industries; processes of capitalization and providing methodological, economic and legal mechanism for the formation and development of innovative production and intelligent systems, taking into account the dynamics of transformation processes in their activities and program-targeted management of intellectual assets, human intellectual potential and human intellectual capital; pace of development of intellectual innovation infrastructure taking into account new information technologies, new business processes, providing leadership and competitiveness at the level of achievements of the EU, USA and China, as an environment for activating intellectual property rights, scientific and technological developments and effective use of information communication technologies.
