A non-smooth optimization algorithm and software for solving linear programming problems, in which the number of constraints is much greater than the number of variables, have been developed. The lower bound of the penalty coefficient is determined, above which the special LP-problem (linear expression on the left side of inequalities is less than the positive constant on their right side) is equivalent to the problem of unconstrained minimization of non-smooth penalty function of maximum.
