The conceptual and categorical apparatus is clarified, the essence of the concepts is specified and revealed: "state and public management of the development of general secondary education on the basis of partnership interaction in the conditions of democratization and development of a socially active society", "social partnership", "educational partnership", "pedagogical partnership", "social and pedagogical partnership", "partnership interaction". "Public-Private Partnership". The essence of the concept of "social partnership" and types of social partnership based on classification features of their structuring are substantiated. It was found out that partnership interaction is one of the signs of the internal system of ensuring the quality of education in institutions of general secondary education, since the assessment of the quality of education is carried out in such four areas as: educational environment, Student Assessment System, pedagogical activity, management process.
