It is shown that there are two characteristic areas for the volt-ampere characteristics corresponding to two different discharge combustion modes, which differ in the mechanisms of charged particle generation and their dynamics in the discharge gap. First, the volt-ampere characteristics are realized by the Trichel current pulse, which exists before the discharge transition to the diffuse stage of combustion. It is established that the volt-ampere characteristics of the discharge are well described by the Townsend formula. When streamer discharge burns above the water surface, it is possible to observe the implementation of only non-stationary discharge mode. In this mode, only the closing discharge gap of the streamer is observed. The possibility of perspective use of corona discharge with a liquid electrode for the plasma-chemical technologies, in which the development of chemically active particles and free radicals is an essential factor, is mentioned. In accordance with the experimental data obtained in the laboratory and small-scale experiments, the pre-sowing seed treatment with ozone-gas mixture has stimulating effect. Field germination of winter triticale and spring barley is the greatest for ozone treatment only and ozone treatment followed by the treatment with half the standard dose of Vitavax 200 FF.
