The results of scientific research are as follows: for the first time, we developed a methodical approach to diagnosing the level of competitiveness of water transport enterprises based on criterion evaluation of subjects, their potential, and rational use of reserves. This approach is based on applied mechanisms to take into account the multicollinear influence of factors on the value of the integrated functional competitiveness of the maritime industry of Ukraine in quantitative and qualitative terms; for the first time, we have proposed a scientific and methodical approach to economic and mathematical modeling of the entropy target function as a generalizing function of optimization of freight water transport based on its competitive advantages. In contrast to existing methods, this approach will allow us to obtain acceptable and optimal solutions in a reasonable time; we have improved the organizational and economic mechanism for increasing the competitive potential of water transport based on rational system-integrated consideration of natural resources, production, labor, institutional, innovation, and investment potential. This approach allows us to identify and comprehensively assess the results of economic threats and dangers in its use; we have improved the scientific and methodological aspects of institutional and economic assessment of the competitiveness of water transport through mathematical formalization on a continuous scale of real numbers, regardless of the scales of measurement of individual factors. This approach will allow us to avoid systemic errors in the analysis and evaluation of competitiveness and increase their relevance.
