Dobrov NAS of Ukraine " popup.description2  The aim of the study is to develop theoretical principles for the use of intangible assets of scientific organizations as catalysts for commercial viability of research results, which will determine the criteria for building the necessary link in value chains in the economic process and will play a leading role as a driver of GDP growth. The need for these studies is due to the significant lag of science-intensive GDP of Ukraine from this indicator of economically developed countries. At the same time, Ukraine produces, compared to economically developed countries, a volume of intellectual products, which is practically not taken into account in the accounting system of research organizations. First, it prevents research organizations from participating equally in real estate markets, second, it restricts the initiative of scientists and inventors to the payroll, and third, it hinders the career migration of scientists and inventors in the labor market. An important role in improving the efficiency of the use of research and development results will be to anticipate promising areas of research based on extrapolation of current data on included in the accounting of intellectual property rights. To do this, it is necessary to consider options for algorithmization of short-term and medium-term planning policy within the state scientific and technical programs. The implementation of appropriate algorithms can be carried out within the existing network software and hardware systems of information and communication departmental support. The methodological basis of the study will be network modeling of the impact of intangible assets on public policy of scientific and technological development in order to use the results of research in the chains of value added and their impact on GDP growth.
