A critical analysis of modern methods and approaches to the assessment of environmental pollution due to accidents with radar, identified their shortcomings and showed low adequacy in solving the problem under consideration is done. A number of new mathematical models of pollution of the earth's surface, atmospheric air and surface water body as a result of an accident / incident with LRM spill in the open area are developed, which, unlike existing ones, take into account all major factors and determine the dynamics of front position and thickness spill spots, its shape and the amount of LRM that has evaporated and leaked into the soil; dynamics of the spatial distribution of the concentration of evaporated radioactive substances in the air; distribution of the concentration of radioactive liquid in the volume and time in the water body. A critical analysis of the existing information systems to support decision-making in the forecasting and elimination of emergency spills of hazardous substances is done. Based on the built structural, informational and functional models, a software-modeling complex has been developed, which allows to determine the dynamics of distribution of radioactive concentrations in all components of the environment, assess risks to human and public health, identify worst case scenarios, generate recommendations making effective management decisions to respond quickly to such emergencies and minimize their consequences. An algorithm for the use of mathematical and software tools in the form of methods has been developed. The use of such means will improve the nuclear and radiation safety system of the unified state civil defense system of Ukraine with the use of UAVs.
