The phenomenological model of response to fast neutrons for oxide scintillators is proposed. The highly sensitive measuring set-up for detection of low-energy (energy E higher than 0.1 keV) cascade (multiple) gamma quanta has been developed. It was shown that the efficiency of detection of fast neutrons by oxide crystalline materials is significantly increased due to the registration of low-energy cascade gamma quanta, which are generated in the reactions of inelastic scattering, resonance scattering and resonance capture, as well as in the reaction of radiation capture on the middle nuclei. The contributions of the mechanisms of interaction of fast neutrons of Pu-Be source with the substance of oxide scintillators in the overall counting efficiency of detection were estimated. They are 15%, 62% and 23% for the mechanisms of inelastic scattering, resonance capture, and radiation capture, respectively.
