Experience and world practice of assessing the balance of urban development are developed. A combination of different approaches to assessing the balance of urban development, in particular, a combination of assessing the balance with the help of selected indicators and determining their values ​​through a survey taking into account public opinion. The issue of ensuring the inclusiveness of urban development has been worked out. The framework conditions for the development of model large, medium and small cities of the regions of Ukraine are determined.
