The objective is the investigation of the foundations of the establishment and operation of the norms of European and international law the identification of the peculiarities of the process of their implementation into national legislation Research methods: a set of philosophical, general and special methods and techniques, the integrated use of which led to achieving the goal of the study: the unity of logical and historical; abstract and specific; formal and semantic; single, special and general; theoretical and empirical. Theoretical substantiation and systematization of features of creation and realization of norms of the European and international law law is explored. The components of the mechanism of realization of norms of the European Union law are defined. The degree, directions and consequences of the influence of European and international law on the formation of national legislation are established. The results should be taken into account during the legislative activities aimed at harmonizing national legislation in accordance with international and European standards. Scope - the results can be used in: research - theoretical provisions aimed at establishing and clarifying the content of certain concepts, categories for their more effective use, will serve as a basis for further study of the evolution of international and European law and their impact on the content and direction of national legislation; educational process - for the training of specialists in the education system: in teaching students of law universities a number of new disciplines.
