The research object is the memory policy, which has characteristic features in the countries of Central and Eastern Europe, the subject is the principles of building strategies for the formation of memory models in the system of institutional means of implementing memory policy in Central and Eastern Europe. The aim of the work is to identify general trends in "overcoming the past" in Central and Eastern Europe and to analyze the principles of building strategies for the formation of memory models in the system of institutional means of implementing memory policy. Theoretical significance of the results:  The central concept of research - historical memory has been defined as a set of pre-scientific, scientific, quasi-scientific and non-scientific knowledge, which reproduces in the minds individual or collective experience of social communities in the historical past.  The genesis of the concept of "historical memory" in the context of transformations of historical methodology has been traced.  A categorial apparatus has been developed, the definitions of "memory", "counter-memory", "forgetfulness", "constructing an image of the past", "memory policy", "commemorative practices", "war of memories", "humanitarian state security" have been given.
