The conceptual model of the scientific and technical activity (STA) system is substantiated, the models of interaction of the STA system subsystems are characterized. The typology of the systems of scientific and scientific-technical activity of the Free Economic Zone has been developed, taking into account their structural and semantic features. The methodological provisions for the analysis and evaluation of the effectiveness of STA systems on the basis of symptomatic diagnosis have been improved. Theoretical and methodological principles of assessing the impact of various factors on the financial and economic performance of STA have been developed, the tools for motivating researchers and research and teaching staff have been improved. The tools for building strategies of scientific and scientific-technical activities have been developed, key indicators of the effectiveness of scientific and scientific-technical activities have been identified and the determining factors for the implementation of the strategy have been formulated. Economic and mathematical modeling of the distribution of financial resources for research and development has been developed.
