It is established that the justification of the distribution (redistribution) of land by purpose should be an integral part of land management documentation, as land management provides a scientific justification of the distribution of land by purpose, taking into account public, public and private interests. The problems of using the legal regime as a basis for the distribution (redistribution) of land in practice are systematized, which is related to: the lack of regulatory support for the essence of the concept of "legal regime" of land use; lack of principles and criteria for land zoning; duplication of functions of town-planning and land management documentation, uncertainty of strategic directions of development of territories of territorial communities; It is substantiated that the establishment of the legal regime of land use for their distribution (redistribution) should be based on land management regulations, which is proposed to mean a set of mandatory requirements for land use and protection (land), established on the basis of land management documentation within the zone functional purpose of the territory, categories of land and determine the permitted uses, limit sizes, as well as restrictions on the use of land (land) and measures for their protection.
