The necessity of unification of the conceptual apparatus of land consolidation for the purpose of harmonization of world norms and rules and introduction in practice of land management in Ukraine is established. Land consolidation is designed to eliminate fragmentation, land parcelling and a range of social and environmental measures in accordance with FAO recommendations, through the sale, exchange, lease of land and other actions within civil law. The shortcomings of land use, which should eliminate the consolidation of land, are highlighted. Legislative, legal, organizational, economic, technical and technological mechanisms for the formation of sustainable land use in land consolidation are analyzed. As a result of inconsistency of legislative and legal documents in the field of land management, the goals and objectives, opportunities for regulation of land relations in land consolidation are limited. The provisions of land legislation have been studied, the implementation of which has determined the existing structure of agricultural land tenure and land use, their spatial and qualitative characteristics. The main measures aimed at optimizing the size of land plots have not become universal in terms of private land ownership and do not meet the objectives of land consolidation. Draft laws aimed at regulating land consolidation in accordance with FAO recommendations were analyzed, in particular, the Voluntary Guidelines on the Responsible Governance of Land Tenure, Fisheries and Forests in the Context of National Food Security. It is established that the implementation of sublease and exchange of land requires additional justification as a mechanism for land consolidation.
