The concept of functional stability of the automated OMS CIO and methods of its estimation are defined. The tasks of modeling the functioning of the OMS and the processes of organization, activation and evaluation of the effectiveness of survivability mechanisms to increase are set. The creation of a modeling complex on the basis of multilevel architecture with the allocation of functional layers is proposed. Based on the scenario approach, modeling and research of the dynamics of changes in the state of OMS over time through a sequence of events taking into account a variety of external and internal influences were done. Peculiarities of construction and implementation of survivability mechanisms of in OMS CIO are investigated. The main tasks of the OMS in the process of developing management decisions in emergency situations are formulated. The expediency of creating an analytical component, in particular with the use of expertise, in automated OMS to support management, reduce the impact of complexity and ambiguity of processes, that take place at management facilities and in the external environment in emergencies is shown. The role of information influences on the automated OMS functioning, means of their modeling, approaches to safety risk assessment in automated OMS are investigated. Scenario generation technology for predicting the occurrence and development of emergencies in a networked environment is proposed.
