The reasons for the emergence of systemic opportunism in the relations between the state, enterprises and individuals to address institutional, legal and economic issues of property reproduction as a complex object and justify the need to develop and implement organizational and economic mechanism to manage its development. Qualitative research methods were used within the system-structural, axiological, institutional-legal, reproductive, etc. approaches, which allowed to form a theoretical and methodological basis for staging the process of property relations management and development of appropriate organizational and economic mechanism using the methodological potential of various areas of economics and management. The existing three-level system of property relations management is characterized, the main reason for inefficient management of state and private property is the monopolization of political and economic power by the oligarchic-bureaucratic apparatus, differences in economic interests, views and goals of the state apparatus, workers and the general population. It was found that the interaction of such behavioral features of domestic institutional entities as rent-oriented, corruption, opportunism causes a negative synergistic effect of reform and further destruction of social status of all economic entities as carriers of property relations. It is shown that the improvement of relations between the managing and managed subsystems in the integrated model of property relations management should be based on eliminating conflicts of economic interests of all involved institutional and personified subjects and results of diagnostics of real state of property relations with construction and practical changes.
