The influence of the opportunistic model of managerial and economic behavior of the state on the choice of models of economic and labor behavior by all institutionally-personified subjects (enterprises, households, individuals) is determined. The subjective and objective reasons for the emergence of opportunism as a component of rent-oriented corruption model of behavior of state "agents" (in the terminology of neo-institutionalism) are clarified. It is determined that the objective factors dominate, which include: the monopolization of the state apparatus of the rights of the owner and management functions. Under subjective reasons, it is determined: the psychological motivation of the holders to maintain and expand their power and administrative powers, the mercantile motivation to strengthen power in order to constantly receive political and economic rent, and so on. An analysis of the consequences of the emergence and consolidation of opportunism as a systemic phenomenon associated with rent-oriented corruption behavior of the state apparatus. It was found that to weaken and eliminate the phenomenon of opportunism, it is necessary to continue and deepen theoretical research into the causes of opportunistic models of management and labor in terms of changes in the social status of subjects as bearers of property relations.
