In the conditions of limited investment resources caused by the war and the need to restore the health care system, the use of alternative investment tools in this system, in particular impact investing, as well as the fundamental restructuring of the financial market of Ukraine with the formation of a segment of responsible investment in it, is being actualized. The main problem to which the implementation of the project is aimed is to develop a model of the functioning of the segment of responsible investment in the financial market of Ukraine as a basis for increasing the efficiency of the financial market and accumulating a sufficient amount of investment resources for financing the national system of the Central Bank, taking into account the best Austrian experience. During the first stage of the project, the influence of traditional and ESG indices (as an indicator of the dynamics of responsible investing) and net investment positions (as an indicator of the efficiency of the financial market) of Ukraine and Austria in 2005-2021 was formalized for the first time based on a six-step algorithm. The obtained results made it possible to obtain empirical evidence in favor of the hypothesis about the importance of the financial market in allocating investment resources. The methodological approach to developing the conceptual foundations of impact investing as an effective tool for the post-war recovery of the health care system of Ukraine and the acceleration of progress under SDG 3 was improved, taking into account the Austrian experience.
