The purpose of the work is the development of new computational methods and algorithms for measuring the Doppler shift of the frequency of harmonic oscillation against the background of additive non-Gaussian interference (asymmetric or excess interference of the 1st type). In addition, the aim of the work is to study the accuracy characteristics of the proposed algorithms. The report applies new methods of synthesis of nonlinear meters of Doppler frequency shift of harmonic signals with non-Gaussian interference, based on the use of the polynomial maximization method. As a result of the work, fundamentally new computational methods were proposed for measuring the Doppler shift of the frequency of harmonic oscillation at the degree of a polynomial from 1 to 6. It was shown that the synthesized nonlinear meters can be more effective in comparison with the meters used nowadays and which are synthesized by the maximum likelihood method with Gaussian disturbances. The results of the work can be implemented in research institutes and design bureaus engaged in the creation of specific technical devices for measuring the Doppler shift of the frequency of harmonic oscillation of various physical nature in radio engineering, radar, hydroacoustics, etc. The field of application is radio engineering, radar, communication systems and hydroacoustics.
