Research methods: Experimental and laboratory research. Mathematical statistical analysis of the obtained data. Results and their novelty. 1. The list and the analysis of the basic factors influencing a choice of scenarios of transformation of object "Shelter" are defined. 2. The analysis of national normative-legal acts is carried out for the purpose of an estimation of their sufficiency for the decision of a complex of tasks concerning transformation of object "Shelter" into ecologically safe system. The novelty of the obtained result is that the current normative-legal and normative-technical documentation in the field of handling nuclear materials does not fully cover some problems of transformation of the Shelter facility into an ecologically safe system. The issue of compliance with IAEA safeguards in the process of removal of fuel-containing materials and handling of nuclear emergency materials remains open, and there is no separate documentation on accounting and control that would ensure the implementation of IAEA safeguards. 3. The analysis of the current system of radioactive waste classification in Ukraine is performed. The novelty of this result is that there is a lack of clear relationship between the categories and types of radioactive waste and the use of too conservative criteria can lead to significant economic costs of radioactive waste disposal. 4.
