The subject of the research is the requirements of normative legal acts, regulatory documents, domestic and international practices, described by relevant standards and publications, regarding terms and concepts in the field of definition and assessment of civil defense capabilities and their carriers. The purpose of the research work is to standardize and approve unambiguously clear, non-controversial terms and definitions of concepts in the field of civil defense capability assessment for use during civil defense review. According to the results of the NDR, the terminology in the field of assessing civil protection capabilities and their carriers was studied, a list was formed and requirements for terms and definitions of concepts were created, and a project of the national standard was developed, the practical application of which will ensure the proper level of civil protection inspections. The relevance of these studies is determined by the requirements of the Law of Ukraine "On the National Security of Ukraine" and the Resolution of the Cabinet of Ministers of Ukraine of May 22, 2019. № 507 "On Approval of the Procedure for Conducting a Review of Public Security and Civil Protection by the Ministry of Internal Affairs." The novelty of the work is that the project of the national standard, as a scientific result of the conducted research, was developed for the first time in Ukraine.
