The object of the study is strategic environmental assessment (SEA) of state planning documents. The purpose of the work is to improve and develop the state system of environmental protection management, namely, the implementation of the principles of proper environmental governance, support of a constant dialogue with interested parties regarding the preparation and adoption of strategic decisions through the development of methodological recommendations for the justification of the choice of justified alternatives for the SEA of urban planning documentation. Research methods – analysis of the legislative and normative-methodological basis of strategic environmental assessment (SEA) and practical application of methods of comparing variants of state planning documents according to environmental criteria, synthesis of constituent elements, studied materials in the development of a new recommendation document, method of analysis of hierarchies. The results and their novelty - for the first time in Ukraine, Methodological recommendations were proposed with a justified use of the advantages of the method of analysis of hierarchies for the selection of justified alternatives for SEO of urban planning documentation. This will improve the state of the environment in the cities of Ukraine, allow assessing the damage caused during martial law, and improve the possibilities of realizing the right to an environment safe for life and health by means of public administration.
