The main criteria for such an update are strict compliance with the requirements of Ukrainian legislation, as well as the conditions of the ongoing state of war and the further need for post-war reconstruction of the national and economic complex. The state-declared transition of environmental and water legislation of Ukraine to EU legislation and the actual mobilization state of the economy taken into the account. The legal features of the existing system of Ukrainian regulation of the discharge of returned waters under the GDS studied. Systematic inconsistency of the methodology for establishing the GDS with the current Ukrainian legislation revealed. The conceptual elements (components of the concept) and the main provisions regarding the directions and means of updating the methodological approaches to the regulation of the discharge of hazardous waste in the Ukrainian water legislation by means of the HDS regulations of polluting substances have been determined. Two scenarios of development of Ukrainian water legislation in the direction of convergence with EU legislation are considered. The obtained results gives concrete changes and corresponding proposals, which will used in the subsequent stages of this NDR for the documentary implementation of the updated methodology.
