The purpose of the work is to develop directions and mechanisms for implementing the policy of social involvement of vulnerable population groups in conditions of decentralization. Results: decentralization in Ukraine was studied in the context of evaluating its social results; an assessment of the vulnerability of territories due to hostilities is proposed; vulnerable population groups were identified based on the identification of social vulnerability factors; a comprehensive assessment of monetary and non-monetary poverty of the population of Ukraine was carried out; assessed the scale of multidimensional poverty in Ukraine; the main risks related to disruption of the normal functioning of the social services provision system at the local level as a result of military operations are identified; methodical approaches for assessing the potential of communities to fulfill their own social obligations are substantiated.
