For the first time these lines were detected from medium regions lying not only within the Galactic plane, but also beyond it, for galactic latitudes |b| > 10º. A comparison of obtained results with ones for neutral hydrogen line HI in the same medium regions says about possible association of of low-frequency radio recombination lines formation regions and diffuse atomic neutral hydrogen HI clouds which are widespread in the Galaxy. This experimentally confirms the theory about carbon lines formation in neutral HI clouds, where hydrogen is almost all neutral but carbon is partially or completely ionized by ultraviolet photons with wavelengths in the range 912 Å < λ < 1100 Å .
