Innovative mechanisms for the development of the scientific and pedagogical potential of Ukrainian universities in the context of institutional autonomy expansion are singled out, namely: head hunting, exclusive search, electronic recruiting, social networks, and their advantages and disadvantages are identified. The stages of development of the university administrative personnel are proposed. Mechanisms for the modernization of the evaluation of the activities of the university scientific and pedagogical workers at the personal and institutional levels have been determined.
