The project plans to investigate the provisions of the legislation on the powers of executive bodies and local governments in the field of protection and rational use of land that need improvement, to justify the existence of conflicts of law and ways to eliminate them. To achieve this goal, it is planned to provide proposals to improve the relationship between the executive and local governments in the field of protection and rational use of land in Ukraine, to develop recommendations for identifying and preventing illegal activities in the field of protection and rational use of land popup.description2 The administrative and legal principles of separation of powers of executive authorities and local self-government bodies in the field of land protection are analyzed from the point of view of implementing the provisions of the Constitution of Ukraine regarding the right to own, use and dispose of property in terms of the formation of an effective management structure and executive and administrative activities of the state apparatus. The content of the concept of local self-government and its role in the power system, as well as the powers of executive authorities from the point of view of nature protection powers and the performance of ecological functions, in particular, in the field of protection and rational use of land, are characterized. Emphasis is placed on the main difference between local self-government and the regulatory influence of state administration bodies - autonomy as a fundamental principle of local self-government. The directions for improving the relations between executive power bodies and local self-government bodies regarding lands in Ukraine, the relevance of which has become more acute in connection with the military aggression of the Russian Federation against Ukraine and military actions and the introduction of a legal regime of martial law on the territory of Ukraine, are substantiated.
