Change in the purpose of land plots of state and communal property, assigned to the categories of land for residential and public development, land for industry, transport, communications, energy, defense and other purposes, as well as land plots (except for land plots located in the territories, properties of the nature reserve fund) on which buildings and structures are located, which are privately owned by the land user, who uses land plots on the basis of permanent use, lease, emphytheusis, superficies, may be carried out by the land user. In such a case, changing the purpose of the land plot does not require the adoption of decisions by the Verkhovna Rada of the Autonomous Republic of Crimea, the Council of Ministers of the Autonomous Republic of Crimea, the executive power body and the local self-government body that disposes of the relevant land plot. A land user's change of the purpose of a land plot of state, communal property, granted to him for use (except for permanent use) without holding land auctions for the implementation of a certain activity, should not lead to him conducting another activity on such a land plot (except for the cases of the location of buildings on the land plot, buildings owned by the land user). It is substantiated that when the purpose of land plots is changed, the category of land and/or the type of purpose is changed.
