The objective of the paper is to develop theoretical foundations and scientific and methodical tools for strategic development of the leading scientific library as a library and information complex under conditions of transformation of scientific communication. The main theoretical and applied results of the scientific research are: elaboration of a conceptual model of a flexible library as an open system, the elements of which are considered with the account of key aspects of the information society; development of a schematic model of scientific and communication links of the scientific library from the standpoint of realization of communication function in the research process; modification of the service-oriented model of complex library and information services under conditions of transformation of scientific communications; development of social efficiency rates in the system of indicators of the library statistics and methods of their determination founded on the basis of an integral approach regarding the characteristics of the use of library and information resources and the provision of services in the electronic communication system; devisement of recommendations for the implementation of new models, types and forms of scientific communications on the basis of the latest technologies and telecommunications in the context of analysis of functioning of library and information service adapted to the needs of the information society and Library 4.0; development of a range of scientific and methodical recommendations and organizational and managerial documents aimed at the introduction of the new e-services, modernization development of V.
