According to the results of the study of the essence of the concept of "territory", a list of functions of the territory was formulated, namely: 1. Determination of the spatial boundaries of management. 2. Spatial structuring of state power and local self-government and organization of their activities. 3. Ensuring the livelihood of the population. 4. Provision and protection of human and citizen rights and freedoms. 5. Communicative. 6. Safe. The above functions of the territory are classified as general functions inherent in the territory of the state and correspond to the tasks faced by state authorities. Regarding the functions of the territories of territorial communities, local self-government bodies are able to partially fulfill them. Spatial planning is a tool for performing these functions, aimed at determining the planning organization of the community's territory, its space. The community is able to influence the functions of the community territory and shape them due to the concept of functional zones of territories, which is close in essence, but not identical. A system of socio-economic and ecological parameters and methods of their determination is proposed to evaluate the performance of the investigated functions within the competences of the communities by the territory of the territorial communities due to the development of land management documentation, which is at the same time urban planning.
