 The object of the study: the formation of expenditures of the budget of the city of Kyiv for the training of specialists, scientific-pedagogical and labor personnel by communal institutions of professional (vocational-technical), professional pre-higher and higher education, taking into account the minimum economically justified costs for their training by educational and qualification level, scientific degree, field of knowledge, specialty, profession and form of education. The purpose of the work: improvement of methodological approaches regarding the determination of the cost and procedure of payment to municipal institutions of professional (vocational and technical), vocational pre-higher and higher education services for the training of specialists, scientific-pedagogical and personnel, advanced training and retraining of personnel at the expense of the budget of the city of Kyiv. Summary: - within the framework of the study, methodological approaches to determining the cost and procedure of payment to communal institutions of professional (vocational and technical), professional pre-higher and higher education services for personnel training at the expense of the budget of the city of Kyiv were improved; - changes were made to the draft Methodology for determining the cost of services for the training of specialists, scientific-pedagogical and labor personnel, advanced training and retraining of personnel for institutions of higher, professional pre-higher, professional (vocational and technical) education at the expense of the budget of the city of Kyiv under the conditions of a regional order; - a scientific-analytical generalization and comparison of the main statistical and financial indicators of the activities of institutions of higher, professional higher and professional (vocational-technical) education of the communal form of ownership of the city of Kyiv for the year 2022 was carried out; - prepared recommendations for the Procedure
