The purpose of the work is to analyze the state of cultural and arts institutions, the situation in the field of "culture" as a whole, taking into account the changes that occurred in connection with the full-scale aggression of the Russian Federation, working out changes to the Comprehensive City Target Program "Capital Culture: 2022-2024". As a result of the research, changes were made and adjustments were made to the Comprehensive City Target Program "Capital Culture: 2022-2024". A new edition of the Comprehensive City Target Program "Capital Culture: 2022-2024" has been prepared (the changes were approved by the decision of the Kyiv City Council of June 9, 2022 No. 4733/4774). The novelty of the research work is the analysis of the situation in the field of "culture" in Kyiv during the period of implementation and provision of measures of the legal regime of martial law in Ukraine; actualization of the Comprehensive Program of the city target program "Capital Culture: 2022-2024".
