The subject of the study: theoretical principles and management mechanisms of the formation of state, regional and branch innovation policy in Ukraine, considering the features of the modern technological revolution and global challenges of the world economy. The purpose of the work: to investigate the effectiveness of institutional support for the formation of modern innovative ecosystems. Research methods: general concepts of scientific knowledge and special methods of economic research, system-dynamic and interdisciplinary approaches in the formation of national, regional and branch policies for the construction of innovative ecosystems. The conducted analysis showed the decisive role of higher education institutions in achieving the goals of innovative structural restructuring, because they form creative human capital. Macroeconomic trends of the last period have been identified, which indicate the inconsistency of the existing innovative strategy of Ukraine with the realities, which were especially manifested with the beginning of Russian aggression in February 2022. The insufficient amount of financing of the innovative component of the defence sector is shown, which caused a critical increase in the amount of state borrowing abroad, including in the form of providing high-tech weapons and providing innovative management solutions. The theoretical and practical conclusion is justified that the formation of innovative ecosystems caused the growth of the priority of the policy of socialization of the state and business as conditions for the realization of social goals of economic development, more accentuated profiling of enterprise strategies in various institutional conditions of the joint corporate activities.
