The purpose of the work is to develop the concept of international cooperation of states in the field of health care, to establish the specifics of the implementation of international legal standards in the field of health care in the legal systems of foreign countries and Ukraine. Research methods are general methods of scientific knowledge, as well as those used in legal science: methods of analysis and synthesis, formal-logical, comparative legal, statistical, etc. The influence of armed conflicts, pandemics, and other factors on the regulatory and institutional mechanisms of international cooperation of states in the field of health care, and fundamental reform of national health care systems has been revealed. Research concepts that were not previously presented in legal science were developed: the doctrine of responsibility to protect - the obligation to protect the population from crimes against humanity in the field of health care and environmental protection, as well as the concept of "Responsibility to protect". For the first time, an approach to achieving a balance of interests between the main participants in relations in the field of health care based on the principle of cooperation, as well as Ukraine's participation in such international cooperation, was proposed. The standards of the European Court of Human Rights regarding the introduction by the state of mandatory vaccination of medical workers against Covid-19 in pandemic conditions have been revealed. Based on the results of the research, the concept of international cooperation of states in the field of health care was proposed for the first time, and the specifics of the implementation of international legal standards in the field of health care into the legal systems of foreign countries and Ukraine were established.
