 THEORETICAL AND APPLIED PRINCIPLES OF ENSURING THE INNOVATIVE DEVELOPMENT OF SOCIO-ECONOMIC SYSTEMS IN THE CONDITIONS OF PERMANENT CRISIS EVENT The object of research is the processes of ensuring the innovative development of socio-economic systems. The purpose of the work is the formation of scientific and applied principles of management of innovative development of complex and dynamic sectoral and regional socio-economic systems of different levels of the hierarchy in conditions of permanent crisis phenomena. Research methods - formal logic, analysis and synthesis, comparative analysis, structural-functional analysis, induction and deduction, factorial, structural-functional and statistical analysis, mathematical modeling, observation, measurement, typology, comparative analysis and others. The formation and improvement of managerial competences in the conditions of the fourth industrial revolution are substantiated. The scientific and theoretical justifications and practical recommendations for improving the economic and management aspects of the innovative development of the socio-economic systems of the state, cluster and region have been determined. The theoretical and methodological tools of accounting have been improved in terms of assessing assets, liabilities and capital, as well as displaying the received information in accounting and financial reporting. The necessity of using marketing in the activity of an industrial enterprise and management consulting is substantiated. A number of practical recommendations for strengthening social security in the context of the implementation of the goals of sustainable development in Ukraine have been developed. A classification of environmental stabilization measures of oil and gas enterprises, a model of venture financing of the oil and gas sector of the economy has been developed.
