The analysis of the study of public opinion among young citizens of southern Ukraine regarding the variety of security problems in Ukraine convinces that the achievement of peace and stability depends not only on the independent achievement of appropriate results in the defense sphere, but also on integration in this direction with the EU, rapprochement with NATO. Only effective collective efforts can contribute to the creation of a reliable defense capability and lead to peace and prosperity in Ukraine. It was established that the institution of accountability in its detailing and actual implementation should not turn into a tool of electoral technology at the expense of local budgets to achieve the political goals of relevant public figures, but was a real tool of local democracy. Accountability of public authorities and their leadership to the territorial community is one of the main mechanisms for ensuring the transparency of their activities, stimulating public participation in local self-government and ensuring access to public information. It has been proven that the low level of trust of citizens in public authorities is determined by the peculiarities of the functioning of social dialogue in modern conditions, which is rather a screen for goals that are sometimes opposite to social partnership. Significant inequality in the access of different population groups to information and communication interaction technologies was revealed. This necessitates the use by state institutions of the system of communication concepts to guarantee national security and socio-economic stability.
