The National Police occupies a key place in the legal mechanism for ensuring public safety and order. The police must perform the assigned tasks in close cooperation with local self-government, since the Law of Ukraine "On Local Self-Government in Ukraine" interprets the protection of public (civil) order as a matter of local importance and refers it to the tasks of local self-government. Therefore, it is expedient for local self-government bodies to exercise their powers to ensure public safety and order in harmonious interaction with law enforcement agencies, and primarily with the police. Today, the actual exclusion of local self-government bodies from participation in public safety and order leads to the fact that central public authorities bear the full responsibility for law and order at all levels of the territorial organization of the state - from large cities to united territorial communities. This gives rise to the not always justified transfer of the negative perception of the population of the quality of ensuring public safety and order only to the central government, stagnation of organizational and legal forms of ensuring law and order in the territory of the respective communities. Therefore, it is important to organize effective interaction between the police and local self-government bodies, to build their constructive cooperation aimed at ensuring public safety and order in the respective settlements. In view of this, the legal characteristics of the interaction between the police and local self-government bodies in the mechanism of ensuring public safety and order should be built based on the fact that the former are state bodies and belong to the executive branch of state power, while the latter are not included in the system of state authorities, but are by public authorities at the local level.
