The content of the concept of the phenomenon of the nation, as a multifaceted concept of the people (society, ethnos, nation), which in the socio-political sense is understood as a people united in one community on the basis of common civic values and interests, is determined. It is substantiated that nationogenesis as a process of nation formation, which in its appearance is a multifaceted historical process of the evolution of a people as an ethnos, is closely related to the political self-awareness of a people as a nation. Nation genesis of the people is a prerequisite and the main sub-basis for the creation of a 'own' (national) state and 'own' law, which are different from neighboring peoples. The essence was revealed and a comprehensive analysis of the problems of parity democracy was carried out, in particular, the observance of human rights regardless of gender. The following tasks were solved: it was established that the modern understanding of gender equality, all its constituent elements and mechanisms, developed by the world community and enshrined in international legal acts, needs to be understood and adapted to national conditions in accordance with the norms, ideas and principles developed by Ukrainian legal opinion on earlier stages of its development.
