Research subject of the exploratory (searching) research stage – the design of an inclusive educational environment in a higher education institution. Aim of the exploratory research stage – to study the scientific achievements and best practices in organizing and ensuring an inclusive educational environment in Ukrainian and international higher education institutions; to determine the readiness of Ukrainian higher education institutions to develop an inclusive educational environment. Research methods – categorical analysis; structural-functional analysis, content analysis, monitoring method, abstraction, hierarchical analysis method, scientific extrapolation, updated structural analysis method, and SWOT analysis; empirical methods (surveys); mathematical statistical methods. Results of the exploratory (searching) research stage: 1) an analysis and synthesis of scientific achievements and best practices in organizing and ensuring an inclusive educational environment in Ukrainian and international higher education institutions have been conducted, and corresponding databases have been created; 2) based on the analysis of international and national legislative and regulatory acts, report and recommendations for improving national legislation on the organization of an inclusive educational environment in higher education institutions have been developed; 3) using the developed program, the readiness of Ukrainian higher education institutions for the development of an inclusive educational environment has been determined and report developed; 4) a SWOT analysis of the readiness of Ukrainian higher education institutions for the development of an inclusive educational environment has been conducted, and strategic objectives have been identified.
