The obtained assessment gives an idea of the problems and shortcomings in the investment attraction procedure, the reasons that restrain this process, and also allows to identify the risks affecting the investment attractiveness, creating a basis for the development and correction of the existing provisions of the investment policy of the state and each individual region. The conducted theoretical and methodological analysis of business planning showed the need to improve the concept and structure of the business plan of an investment project of an agricultural enterprise in the irrigation zone. Investment planning in such enterprises has significant features, which must be taken into account when developing and implementing effective investment projects, which will positively affect the investment attractiveness of irrigated agricultural land. The general structure of the business plan of an investment project for an agricultural enterprise (full version) is proposed, which allows to economically stimulate the rational use of irrigated agricultural lands and to scientifically substantiate directions for increasing their investment attractiveness.
