A description of the conceptual foundations for the formation and use of scientific and educational potential is provided. A review of international experience in the formation of scientific and educational potential is carried out. The features of development and implementation of the strategy for the development of scientific and educational potential are disclosed. A methodology for forming a strategy for the development of scientific and educational potential in the context of international cooperation has been developed. The methods of generalising the provisions of analysing and evaluating the activities of HEI in the process of forming scientific and educational potential are proposed. The ways of evaluating the activities of HEI in terms of the level of development of scientific and educational potential are considered. The theoretical and applied principles of formation of scientific and educational potential in the context of international cooperation are developed. The following methods were used in the research: grouping and generalisation, systemic, functional and process approach, structural decomposition, analysis and synthesis, economic and statistical, calculation and analytical, structural and logical methods, matrix and graphical methods. The information base of the study is formed by the works of domestic and foreign scholars. The theoretical value of the research results is the developed theoretical and methodological foundations for the formation of scientific and educational potential in the context of international cooperation. The applied value of the results is the methodological and applied support for the formation of scientific and educational potential in the context of international cooperation.
