The paper summarizes the theoretical foundations of the transformation of socio-economic relations in the country in the conditions of digitalization of the economy, investigates the content-contextual and evolutionary-spatial patterns of the impact of digitalization of the economy on the reform of socio-economic relations in the country, and improves the methodological toolkit for assessing the integral level of digitalization of social relations. With the help of economic and mathematical modeling, the impact of digitalization on indicators of the socio-economic development of the country: social development and employment of the population, levels of education in science in the field of R&D, achieving the goals of sustainable development, ensuring the quality of higher education is formalized. Based on the obtained results, the most influential digital drivers of improving the quality of public administration and the provision of public services to the population were determined, the administrative and legal mechanism of digital protection of the population in conditions of armed aggression and hybrid war was improved
