The purpose of the research is to substantiate the technical requirements for the reference and information system of threats to objects according to the risk passports of man-made and natural disasters in the regions of Ukraine using geographic information technologies. Research methods used are methods of mathematical statistics and the method of expert assessments. The analysis of electronic reference information and geographic information systems suitable for creating an electronic automated database of the register of passports of risks of occurrence of industrial and natural disasters in the regions of Ukraine and regulatory documents for the formation of components of the structure of the database of passports of risks of occurrence of industrial and natural disasters in the regions of Ukraine for the reference information system. The requirements for means and methods of collecting, storing, analysing, processing and transmitting information for further forecasting the possible development of an emergency and controlling its consequences, the resources required for their elimination, developing special forecasts and making management decisions are substantiated. Based on the results of the research, the company developed draft Technical Requirements for an Electronic Reference and Information System on Threats to Facilities Based on Disaster Risk Passports in the Regions of Ukraine. The results of the work will be implemented through the introduction of a reference and information system of threats to facilities based on the risk passports of man-made and natural disasters in the regions of Ukraine, and its use by the interested central executive authorities, business entities, bodies and units of the SES.
