During the reporting period, Stage 1 was completed. The legal framework regarding RTO was analyzed, revealing disparities in the understanding of terms and measures related to RTO. Establishing a unified mental space of terms in the context of the subject area is a necessary precondition for a clear understanding of approaches and methods regarding RTO in the context of project activities. The consequences of wartime actions were analyzed in the context of the RTO, taking into account the requirements for national security and defense. The results will form the basis for the subsequent stages. The obtained result can be used by other European countries directly bordering Ukraine and falling within the sphere of aggressive foreign policy of the Russian Federation to develop their own approaches and requirements for national security and defense. Existing project management methodologies for infrastructure projects and programs were analyzed in the context of their application for RTO. The implementation of relevant infrastructure projects is a necessary step that not only provides the country with ''arteries'—overland routes for the country's functioning—but also lays the groundwork for reducing unemployment and increasing the involvement of the population in restoration work. It is essential to clearly understand how to implement such projects, their peculiarities, and how to integrate different methodologies, approaches, and principles of project management, considering the specifics of the subject area and established practices in project management. The results obtained are based on the analysis and benchmarking of the best Ukrainian and international examples, taking into account the specifics of the subject area.
