The purpose – to substantiate the sustainable socio-economic development provision of rural communities and territories, the equalization of economic, social and environmental development of rural communities and territories, focused on the interests of the rural community and the well-being of citizens. The theoretical foundations of the system of rural areas’ sustainable socio-economic development in the context of power decentralization and self-government reform are developed; legislative and institutional legal support for the development of rural areas in Ukraine was analyzed and systematized; a complex of strategic guidelines and priority areas for sustainable socio-economic development of rural territories was improved. Methodological approaches to assessing the sustainability of social development in Ukraine’s rural areas have been developed. The level of the sustainability of social development in Ukraine’s rural areas for 2014–2021 is assessed, the trends and main factors influencing its level are determined. The challenges and problems of rural development are identified and systematized. Directions of organizational support for sustainable socio-economic development of rural areas in the context of power decentralization and self-government reform are proposed. A conceptual dissipative model of the society formation in rural areas and the preservation of population in the Ukraine’s village network has been developed. The organizational and economic mechanism for its implementation in the wartime and postwar periods is proposed. The following methods were used: monographic, abstract and logical, theoretical generalization, structural and functional, analysis and synthesis, average and relative values, statistical groupings, index, correlation and regression, institutional analysis.
