The purpose of the research work is to determine and substantiate the methodological foundations for collecting and analyzing statistical data using domestic educational indicators with (if possible) their further comparison with international indicators to develop an educational policy for the effective implementation of the NUS reform and its compliance with European educational policy. Research methods are theoretical: analysis of pedagogical, psychological and pedagogical literature on the problem of research, elaboration of international and national experience regarding the peculiarities of the formation of educational indicators for characterizing the state of implementation of the Concept of NUS in basic schools; terminological: definition of terms necessary within the scope of the subject of scientific research; general scientific methods: scientific deduction (to determine and form approaches to the formation of indicators for the implementation of the New Ukrainian School reform in basic secondary education), scientific induction (to analyze the results of a questionnaire survey of participants in the educational process, which is undergoing the reform of the NUS); system analysis and synthesis (for the formation of a system of educational indicators, as a tool for analyzing the implementation of the NUS reform); as well as special methods of analysis: logical (to study the features of the basic competencies of a pedagogical worker, necessary for the introduction of NUS in a basic school), comparative analysis (to study domestic and foreign (OECD) indicators for ensuring the personnel potential for the implementation of the NUS reform in a basic school), and retrospective analysis.
