The work identifies the peculiarities of the individual and psychological characteristics of military personnel, veterans of the ATO/JFO and their family members as subjects of the development of social entrepreneurship. The principles of public-private partnership and the involvement of territorial communities in the development of social entrepreneurship in conditions of decentralization are substantiated. Mechanisms of public administration in the field of social entrepreneurship in the context of reintegration of military personnel, veterans of the ATO/JFO and their family members have been improved: legal, motivational, economic. According to the results of the conducted marketing research, the role of business as a catalyst for the development of social entrepreneurship in the process of reintegration of military personnel, veterans of the ATO/ JFO and their family members was determined. An institutional strategy for promoting the development of social entrepreneurship in the educational environment is proposed, which can be used as a framework for the development of the entrepreneurial university model as part of the social entrepreneurship ecosystem, which is aimed at integrating social entrepreneurship into the educational process.
