The paper develops theoretical concepts of sustainable functioning and development (evolution) of the transport and logistics system, within the framework of Lorenz's synergistic model. With the help of a synergistic approach, the work developed theoretical ideas about the dynamics of traffic flows in the area of high density. The existing swarm methods of artificial intelligence for the optimization of tasks of routing information flows of various nature have been improved, taking into account the influence of the external non-stationary environment on the speed of information transmission along the chains of the information network. An intelligent method of optimizing cargo delivery routes with dynamic route updating under conditions of non-stationary (real) dynamics of traffic flows on the network has been developed. The paper examines the criteria for the effective application of energy-saving programs for the movement of heavy trucks on the main road. A synergistic model of the functioning of the intelligent transport and logistics information system for managing cargo delivery processes in intelligent transport systems based on agents with natural and artificial intelligence has been developed.
